CENTRAL STATES ASSOCIATION OF SHRINE MOTOR CORPS
The purpose of this association is to promote good fellowship among Nobles of the Central States Association and to create
friendly competition between the various classes in this Association, and within all the Shrine Temples of the Central States Shrine Association. None of the provisions herein contained shall be constructed in any manner abridging or conflicting with Imperial Code of By-Laws of the Imperial Council, A.A.O.N.M.S.
The name of this organization shall be the CENTRAL STATES ASSOCIATION OF SHRINE MOTOR CORPS.
ARTICLE I. Membership
Section 1. Membership in this Association shall consist of all members of any motorized unit which is in good standing in it's Temple and has paid their dues to this association.

ARTICLE II. Dues
Section 1. The Secretary of each motorized unit, who are members of this Association, shall advise the Secretary of this Association, on the form provided, the names, addresses, and zip codes of all members of their motorized unit.
Section 2. The annual dues of this Association shall be $8.00 per member, per year and shall not exceed a maximum of 25 members, regardless of the number of members in the unit or club, and are due January 1st of each year and shall be paid by those members outlined in Article I, Section 1 and shall be paid into the treasury of this Association on or before March 1st of each year. Dues of members shall become delinquent March 1st and shall become $9.00 per member.
Section 3. If dues are not paid before the convening of the Mid-Winter Meeting, such motorized units voting privileges shall be suspended and will be denied all privileges and rights of this Association. Motorized units not paying by the Fall Meeting shall be suspended
from this Association. Re-instatement, by paying previous year dues.
Section 4. Any new unit wishing to affiliate with this Association shall submit all the names of members and officers of their unit along with the approval of their Potentate on the form provided by the Secretary of this Association along with the current years dues.
Section 5. Membership cards in this Association, signed by the President and Secretary, shall be issued to active members and members-at-large upon payment of dues.
Section 6. The President of this Association shall be allowed up to $3.00 per member based on the last previous years membership for the expenses of the Mid~ Winter Meeting.
ARTICLE III. Officers
Section 1. Officers of this Association shall consist of President, 1st V ice President, 2nd Vice President, 3rd Vice President, 4th Vice President, Sergeant-at-Arms, and Organizer, all of which shall be elected for a term of one year at the time of the Central States Association of Shrine Motor Corp Mid-Winter Meeting, and shall serve until their successors have been elected and installed.
Section 2. The office of Secretary-Treasurer of this Association shall be
appointed by the Executive Board and stand a vote of confidence by the Board of
Governors at each Mid-Winter Meeting.
Section 3. Officers of this Association shall be an active member of a motorized unit in good standing in it's Temple and an affiliate with this Association. Officers shall remain an active member of a motorized unit during their term in office of C.S.A.S.M.C. Extenuating circumstances may be considered.
ARTICLE IV. Duties of Officers
Section 1. The President shall preside at all meetings of this Association and shall carry out all orders and resolutions of this Association, he shall be an ex-officio member of all committees, he shall appoint all committees and shall appoint an Auditing Committee, such committee shall audit the books of this Association prior to the Central States Convention. He shall be Chairman of the Convention Committee to make all arrangements for the competition area and arranging meeting places for the Central States Convention Meetings and shall supervise all committees and plans being made for the Central States Convention. He shall have complete charge and control of all matters pertaining to the Competitive Drill, Obstacle Course, and Show Car Competition and he shall have the authority to make any
judgment on any matters not covered in the rules or By-Laws. He will instruct the judges of the competition rules and explain the score sheets. He shall have the authority to appoint a Competition Committee and shall serve as Chairman with the 1st Vice President as his assistant. He shall, after the deadline for Competition registration has passed, assign times and field positions for those Units that have registered with the Secretary for Competitive Drill, Show Car Competition, and any other form of Competition which requires a set time for inspection. Section 2. The 1st Vice President, shall, in the absence of the President, perform the duties of the President. The remaining Vice Presidents, in their order, in the absence of the President and 1st Vice President, shall perform the duties of the President. All Vice Presidents shall also perform any other duties as may be assigned by the President.
Section 3. The Sergeant-at-Arms, with the assistance of the Organizer, shall properly tile all meetings of this Association and shall provide a book wherein each person attending the Mid-Winter Meeting and Fall Meeting of this Association shall register his name and Temple and upon the election of his successor, the Sergeant-at- Arms shall deliver to the newly elected Sergeant-at-Arms, such registration book. He shall also provide identification badges to all motorized units voting representatives, cost of the same to be paid by this Association.
Section 4. The Organizer shall assist the Sergeant-at-Arms with the tiling the
meetings and assist with registration at the Mid- Winter and Fall Meetings.
The Organizer shall perform the duties of the Sergeant-at-Arms in his absence. The Organizer is responsible for promoting new memberships by contacting each motorized unit of Central States Shrine Association that does not hold membership in the Central States Association of Shrine Motor Corps. The Organizer shall be reimbursed for any postage when he can show proof of such to the Treasurer. The Organizer shall send a copy of all correspondence to the President,
1st Vice President, and Secretary.
Section 5. The Secretary-Treasurer shall keep all the records of this Association and record the minutes. He shall receive all the dues and monies, depositing same in a reputable bank, covered by the Federal Depositors Insurance, in the account of the Central States Association of Shrine Motor Corps. He shall payout funds ordered by the Board of Governors and shall, prior to the Fall Meeting, prepare a printed summary of his annual report, along with the minutes of the Mid-Winter Meeting. He shall also at the discretion of the membership of this Association, give good and sufficient bond for the faithful performance of his duties. Such bond, if so required, shall be in the amount determined by the Executive Board and shall be kept in the custody of the President of this Association. He shall be the Chairman of Scorekeeping.
Section 6. The Executive Board of this Association shall consist of all present elected Officers, the Secretary-Treasurer, and all the Past Presidents present, shall have the authority and power to conduct the Interim Business of this Association and shall have the power to fill any vacancy until the next regular meeting at which time any vacancy shall be filled by the voting members of this Association.
ARTICLE V. Voting Rights
Section 1. One representative present from each motorized unit affiliated with this Association, the elected Officers, the Secretary-Treasurer, and the Past Presidents of this Association, shall constitute the Board of Governors and shall be the only members with a vote.
Section 2. Voting representatives, shall prior to any meeting furnish credentials of his appointment as a voting representative to the Sergeant-at-Arms of this Association.
Section 3. If for some reason the regular representative is unable to attend the meeting, an alternative may be selected from his motorized unit.
ARTICLE VI. Meetings
Section 1. The annual meeting of this Association shall be normally held at the time and location of the Central States Shrine Association Convention, however such meeting can be held at any time upon approval of the Executive Board, provided the approval of the Potentate of the jurisdiction where such meeting is to be held is first obtained. Location of the annual meeting, if other than the location of the Central States Shrine Association Convention, shall be announced at least thirty days in advance.
Section 2. The Mid-Winter Meeting of this Association shall be held at the discretion of the President and shall take place between March 1 st and May 1st of each year, such meeting being announced at least thirty days in advance.
Section 3. Other meetings may be called by the President at his discretion,
for the efficient operation of this Association.
Section 4. The Board of Governors shall meet when called by the
President, at the Mid-Winter Meeting, and the Fall Meeting and shall have the power to
transact all the business of this Association.
Section 5. All active members and members-at-large shall have the right to attend all meetings of the Board of Governors, but shall have no vote nor propose any motion unless he be a voting representative.
Section 6. The election and installation of Officers and all business pertaining to this Association will be conducted at the Mid-Winter Meeting and the only business conducted at the Fall Meeting will be the assigning of times on the competition fields and emergency situations as determined by the President.
Section 7. The Secretary of this Association shall be compensated for his duties. Such sum shall be in the amount set by the Executive Board.

Section 2. All business, where not specifically covered by the foregoing, shall be governed by Robert's Rules of Order.
ARTICLE VIII. Activities of the Central States Association of Shrine Motor
Section 1. All motorized units in good standing with this Association shall be eligible to enter the Drill Competition, Obstacle Course or Show Car Competition as the competition rules apply.
Section 2. All motorized units desiring to enter competition must pre- register by certified mail with the Secretary of this Association by August I st. Any motorized unit not registered with the Secretary by August 1st shall not compete. New units excluded. Extenuating circumstances may be considered.
ARTICLE IX. Official Insignia
Section 1. The Official Insignia of this Association shall be a winged emblem, two and one-half inches long, containing a center circle, 7\8 of an inch in diameter, circumscribing the Shrine Emblem. Around the center circle of the emblem shall be the words, "Central States Association of Shrine Motor Corps". The wings shall be silver. the outer border of the circle shall be green with a red star in the center. These
insignias shall be sold only to members of C.S.A.S.M.C.
ARTICLE X. Amendments
Section 1. These By-Laws may be amended at any Mid-Winter Meeting of this Association by a two-thirds vote of the majority of those present and qualified to vote, providing anyone offering such amendments submit them in writing to the Secretary thirty days prior to such meeting.
